UK Councils Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest survey of local authorities, UK councils are preparing to offload social clubs, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in the UK stated that six out of ten of councils are planning to dispose of properties to meet the rising costs of social services for vulnerable individuals.

Councils have in the past come under fire for selling public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from property disposals or face insolvency.

The group noted that a high proportion of authorities attempting to raise money from a fire sale of holdings represented “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and using savings to weather increasing financial challenges.”

Detailed Examples of Proposed Disposals

One local authority in Kent announced its property management strategy included the disposal of a shopping centre in a local town and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the plan.

Local Levy Increases and Broader Financial Strains

This research of councils in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase local levies next spring to address the rising cost of core provisions, increased rates of housing insecurity, and a persistent housing shortage.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” stated a council leader.

He added: “There are population challenges which will persist to increase the pressures we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is very challenging.”

National Trends and Forecasts

A survey of county councils recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils said that council deficits will hit £4.4bn a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a white paper outlining those reforms has been postponed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) covering English councils, several participating urban areas were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 across the country under the 2025 deprivation indices,” noted the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods countrywide, cities are much more prone to be in the worst-off 20% of the nation. The data underscores the extent of difficulties facing municipal officials across key cities in the coming year,” the analysis concluded.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and responds to the real levels of deprivation and need,” said a council leader.

“Lacking this, local authorities will continue to face difficult decisions around which essential services to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened social care provision in the last year, the survey revealed.
